My Lord:-

With reference to Your Lordship's despatch

No.247 of October 16th, transmitting certain corres-

pondence regarding the repatriation of distressed

United States Citizens from Hong Kong, I have the

honour to state that I addressed an enquiry to the

Secretary of State, asking whether it would be possi-

ble to take any steps in the matter on the lines sug-

gested by the Governor of the Colony.

I now have the honour to transmit herewith

a copy of the reply which I have received from Mr.

Root showing that the Government of the United States

are unwilling to take any action.
